representative of Samoan Goverment states that it is essential condition that coolies must be indentured. Local law does not allow British emigrant ships to take indentured labourere from Hong Kong or from port in China. Representative urges that indentured labourers may be shipped from Hong Kong subject to all other requirements of local law.
